UGWAD MANGINGISDA KANG LIPATA:
EMPOWERING FISHERFOLKS THROUGH LIVELIHOOD PROJECTS
"Ugwad Mangingisda Kang Lipata: Empowering Fisherfolks Through Livelihood Projects" is a dynamic extension program initiated by the University of Antique – Tario Lim Memorial Campus (UA-TLMC) College of Fisheries. This initiative is designed to enhance the capacities of fisherfolk in Barangay Lipata, Culasi, Antique, by equipping them with essential skills in post-harvest handling, processing, and marketing of fisheries-based products.
The program is an extension of the Community Empowerment through Science and Technology (CEST) initiative, a collaborative project between the University of Antique and the Department of Science and Technology (DOST). It brings together multiple stakeholders including the College of Fisheries, DOST, World Vision, the Local Government Unit (LGU) of Culasi, and the Barangay LGU of Lipata, underscoring a shared commitment to community development.
The extension project aims to address the Uniited Nations Sustainable Development (SDG) 1: No Poverty, 2: Zero hunger, 8 Decent Work and Economic Growth, and 12: Responsible Consumption and Production and Consumption
A key outcome of this collaboration is the establishment of a Fish Processing Center in Barangay Lipata. The center was made possible through:
Construction materials and equipment provided by World Vision,
Labor contributions from the LGU of Culasi,
Processing equipment supplied by DOST,
And utilities (water and electricity) provided by the Barangay LGU of Lipata.
This facility now serves as a hub for training and production, offering fisherfolk a dedicated space to process their catch and add value to their products.
Capacity Building and Skills Training
The College of Fisheries spearheaded a comprehensive training series aimed at empowering local fisherfolk. The training modules included:
Organizing and Managing an Association
Hygiene and Safety Guidelines
Handling Raw Materials
Food Safety and Good Manufacturing Practices (GMP)
Techniques in Drying and Smoking
Kropek Making
Bottling and Canning
Packaging and Labelling
These sessions not only improved technical knowledge but also helped instill a strong sense of professionalism and enterprise among participants.
Formation of a Community Association
One of the significant outcomes of the program was the formation of the Lipata Port Fish Processors Association (LPFPA). This organized group now plays a critical role in sustaining the project’s impact, promoting shared responsibility, and ensuring continued economic benefits for its members.
The program has had transformative effects on the local community:
Empowerment and Organization: The formation of LPFPA has fostered unity and collective action among fisherfolk, empowering them to advocate for their needs and manage their operations sustainably.
Food Security and Sustainability: The training on food safety and preservation has reduced post-harvest losses, ensuring more stable food availability and promoting responsible resource use.
Enhanced Livelihood Opportunities: New skills in marketing and product diversification have opened doors to broader markets and entrepreneurial ventures, particularly for women and youth in the community.
Ugwad Mangingisda Kang Lipata stands as a model of community empowerment through science, education, and partnership. It not only strengthens local livelihoods but also reinforces the vital role of fisherfolk in sustainable community development.
